With the June primary election results officially certified about a month ago, all ten Riverside City Council hopefuls have now turned in their mid-year campaign finance reports. The filings, covering activity through the end of June, reveal a significant financial gap between the top contenders and the rest of the field, setting the stage for a lopsided battle heading into the November runoff.

In the Ward 3 race, incumbent Councilmember John Smith holds a commanding lead over challenger Maria Garcia. Smith reported raising just over $120,000 since January, with roughly $95,000 still in the bank. Garcia, by contrast, brought in about $32,000 and has less than $10,000 cash on hand. Similar patterns appear in Ward 5, where challenger David Nguyen outraised the sitting councilmember by a narrow margin but still trails in total funds accumulated, thanks to the incumbent's earlier fundraising head start.

The reports also show heavy spending on mailers and digital ads in the final weeks before the primary, a trend that is likely to intensify. Political observers note that the money gap could shape the general election conversation, especially on issues like housing density and public safety, where well-funded campaigns can dominate the airwaves. With the November ballot expected to draw higher turnout, the candidates who can afford to stay visible will have a distinct advantage. All candidates must file another disclosure in late October, which will offer a final look at where the money is flowing.
