A newly released audit has raised serious financial questions about the Kansas City, Missouri, Parks and Recreation Department. The review uncovered a pattern of poor record-keeping and questionable spending practices that have left city officials demanding answers. Auditors found that the department failed to properly track millions of dollars in revenue from park concessions, facility rentals, and special events. In some cases, cash payments were not recorded at all, making it impossible to verify whether all funds were deposited into city accounts.
The report also highlighted issues with procurement procedures. Several contracts were awarded without competitive bidding, and invoices were paid without proper documentation. One example cited in the audit involved a vendor who received over $100,000 for services that were never fully itemized. the department's internal controls were described as weak, with staff members having access to both cash handling and accounting duties without adequate oversight.
City council members expressed frustration during a recent committee meeting, calling the findings unacceptable. The Parks and Recreation director acknowledged the problems and promised to implement new financial safeguards. A corrective action plan is expected within 60 days, including mandatory training for all staff on proper cash handling and purchasing rules. The audit does not allege criminal wrongdoing, but it has prompted calls for a deeper investigation into how public funds have been managed.
