A new report from a coalition of humanitarian and development organizations argues that the current model for funding climate adaptation is failing the communities most at risk. The analysis, titled "Pathways to Locally Led Adaptation," draws on lessons from the field to propose a fundamental shift in how resilience finance is structured and delivered. The core message is that money must flow directly to local actors who understand the specific vulnerabilities and capacities of their own communities.
The report, published in June 2026, examines several case studies where locally led adaptation has shown measurable results. It finds that when communities control the planning and budgeting process, projects are more sustainable and better aligned with real needs. For example, small-scale water management systems designed by farmers proved more effective than large, top-down infrastructure projects during recent drought cycles. The analysis also highlights the importance of flexible funding that can be redirected as conditions change, rather than rigid, pre-approved budgets.
However, the report identifies significant barriers. Current funding mechanisms are often too slow, too complex, and too risk-averse to support genuine local leadership.
