Fraudsters posing as fake college students have stolen over $360 million in federal financial aid across the United States over the past six years, with Wisconsin emerging as a significant target. These so-called "ghost student" schemes involve criminals fabricating enrollment records for individuals who never attend classes, allowing them to collect Pell Grants and other taxpayer-funded assistance.
The U.S. Department of Education's Office of Inspector General has identified the scams as a growing threat, particularly at for-profit and online institutions with weaker oversight. In Wisconsin, investigators have uncovered cases where phantom students were registered at multiple schools simultaneously, funneling aid into accounts controlled by organized rings. The money is then laundered through shell companies or used to purchase luxury goods.
One recent case in Milwaukee involved a ringleader who created fake high school transcripts and residency documents to enroll dozens of ghost students at a local community college. The scheme netted nearly $2 million before it was detected during a routine audit.
Federal officials say the losses are likely higher, as many schools lack the resources to verify every applicant's identity. The scams not only drain funds meant for legitimate students but also inflate enrollment numbers, skewing college budgets and accreditation reviews. Lawmakers are now pushing for stricter verification measures, including biometric checks and real-time data matching with state motor vehicle records.
